In addition to normal CoSEA business, we will discuss a trio of Democratic House bills—1221, 1222, 1223, and 1289.

The collective purpose of these bills is to further “decouple” Colorado income taxes from the federal system to blunt the negative impacts of HR 1. 

Basically, a handful of tax breaks for businesses in Colorado would be rolled back to fund a new per-child tax credit for families earning up to $95,000 a year. This effort started during the 2025 special session.
